Special Districts also known as Municipal Management or Improvement Districts, Tax Increment Zones, Redevelopment Authorities, Park Sector Funds, Local Govt. Corporations, and government affiliated non-profits dominate the fight for local tax money. These organizations routinely collect taxes (directly or indirectly), borrow funds, issue bond debt, and execute long term land-use agreements, almost entirely behind closed doors.

Over the last decade, described as a cottage-industry by some, they have enveloped the City of Houston. Much of the business directly effecting Houston residents is now conducted at one or more levels below City Council.  This portal is an ambitious effort to create transparency and shine a light on the issue.
